Lord Lamings second report was commissioned after the Baby P tragedy in Haringey and follows up the 108 recommendations he made in 2003 following the death of Victoria Climbié.
 
The principal conclusion was the need for a national Safeguarding Delivery Unit reporting to the Cabinet and Parliament.
 
Lord Laming said: "Keeping children safe and promoting their well-being is a responsibility of us all but more needs to be done to inject energy and drive into safeguarding child protection across all front line services."
